Garcia, Emma, and Elaine Weiss. “Eric - Education Resources Information Center.” Economic Policy Institute, 16 Apr. 2019, https://files.eric.ed.gov/fulltext/ED556901.pdf.

The authors are Asking What are some of the main factors contributing to schools inability to retain qualified teachers? There answer is that due to extremely high levels of  attrition compared to teaching peers outside of the U.S and also compared to other professions within the U.S. (ex. Pharmacist, doctor) .They also explained how the new teacher pipeline is seriously drying up and the amount of students in college pursuing teaching fields is at a all-time low. There evidence includes a 2017 Study from Darling Hammond and Multiple different graphs and statistics from the U.S. Department of Education's National Center for Education Statistics (NCES). The authors would Argue against anyone who says retaining and hiring qualified teachers is not a priority.

This article put into perspective just how difficult and complicated it is to not only hire but retain qualified teachers. “Net turnover increases a school’s share of inexperienced teachers who are not fully certified or credentialed to teach the subject to which they are assigned, and turnover begets further turnover, substantially weakening the overall quality and ability of the school’s teacher pool” . In other words, the authors describing the fact that when qualified teachers leave the profession for good, less qualified or non- credentialed teachers replace them however those less qualified teachers end up leaving themselves mostly as they shouldn’t have been there in the first place, this shows just why this problem is so complicated because it compounds on itself. I believe one possible solution could be for school districts to actually pay for aspiring teachers to get there degrees and qualifications as a way to get the pool of qualified of teachers up, although that might have insane cost implications but tough choices must be made.
